Apna Ghar Projects

The Apna Ghar Project was envisaged to provide safe and hygienic hotel accommodation to interstate migrant (ISM) workers on rental basis.

Kerala has witnessed a steady inflow of ISM workers from other States of India, particularly from West Bengal, Bihar, Assam, Uttar Pradesh and Orissa over the last two decades. The removal of Keralites from the basis work force as a result of higher levels of education and the emigration to foreign countries particularly to the middle east created a significant gap in the Kerala workforce. Now, the ISM workers are bridging that gap and have become a crucial and integral part of the Kerala economy across multiple sectors such as agriculture, construction, hospitality, etc.

However, the Department of Labour and Skills, Government of Kerala observed that the housing and living conditions of most of these ISM workers is very poor with limited access to even clean drinking water and basic sanitation facilities. Due to the lack of facilities they live in cramped temporary housing and their cooking, bathing, etc often takes place in the open. The increasing housing rent has also made it difficult for small businesses to provide good accommodation for the ISM workers employed by them.

The poor living conditions of the ISM workers have raised concerns of the spread of diseases within their groups and also among the local populations. Taking this and also the contribution by the ISM workers to the economy and development of the State, the Department of Labour and Skills decided to take proactive steps by proving hygienic and safe hostel accommodation at affordable rent instead of depending on the vagaries of the market forces.

The Schemes under the Apna Ghar Project are proposed to be implemented in areas across Kerala with a shortage of suitable accommodation facilities for ISM workers.

Completed Project

Apna Ghar – Palakkad

  • The pilot scheme called the ‘Apna Ghar Project – Palakad Scheme’ can accommodate 620 male interstate migrant workers in a ground plus three floor hostel complex at KINFRA Integrated Industrial and Textile Park, Kanjikode, Palakkad. The hostel provides shared residential rooms with bunk beds, indoor bathrooms, toilets, clothes washing and drying areas, kitchens, mess areas, recreational facilities, etc. The hostel also has fire fighting system, rain water harvesting system, diesel generator system, 24 hours security and CCTV system.
  • The construction of the hostel has been completed and was inaugurated by the Hon’ble Chief minister of Kerala on 23rd February 2019. The hostel has started operations from 1st March 2019

Apna Ghar -Kinalur Phase 1

  • BFK leased one acre of land within KSIDC’s Industrial growth centre, Kinalur Kozhikode District for constructing a hostel under the Apna Ghar for about 520 guest workers.
  • As part of the 1st phase, BFK executed the Ground floor with lobby area, warden’s room, office room, sick room, dining area with a seating capacity for 180 persons, kitchen with work area/ store room/ food preparation room/ dish wash area, toilet block and 4 bedrooms (100 beds).
  • The project was included in the 100 days programme of the Government and was inaugurated on 06th May 2022. The hostel started function from 1st October 2022.

Apna Ghar- Kalamassery

  • BFK leased one acre of land within KINFRA Hi-tech Park at Rs. 2.5 Crores, Kalamassery, Ernakulam District for the construction of a hostel under the Apna Ghar  – Kalamassery for guest workers.
  • The project was included in the 100 days programme of the Government and the foundation stone laying was conducted on 25th April 2022.
